European Lenders Agree New Framework to Speed Co-Financing, EIB Says

The Council of Europe Development Bank, the European Bank for Reconstruction and Development, and the European Investment Bank signed a pact to simplify procurement and speed up joint public project financing, the EIB said Thursday.The tripartite Mutual Reliance Agreement aims to streamline procurement in co-financed public sector projects outside the European Union, improving coordination, efficiency, and integrity, EIB said.The deal was signed on the sidelines of the World Bank Group and International Monetary Fund Spring Meetings in Washington, marking a step forward in multilateral cooperation.It builds on existing bilateral frameworks and aligns with the Group of Twenty roadmap to create "bigger and more effective" multilateral development banks, strengthening system-wide coordination, according to EIB.Under the framework, one lender can act as lead financier, allowing others to rely on its procurement and safeguard systems, reducing duplication and administrative burden, EIB added.The agreement is expected to ease co-financing processes, enabling faster project execution and improved access to funding for countries outside the European Union.It also introduces a joint "Covenant of Integrity" to ensure high standards of transparency and accountability, while preserving each institution's independent policies and decision-making authority, according to EIB.EIB Vice-President Ambroise Fayolle said the move will help countries deliver projects "faster and at lower cost," adding it reflects lenders working together to achieve tangible results while maintaining safeguards.

Analysts at CFRA have summarized their opinion as follows:LYV received a U.S. court jury's verdict late yesterday awarding $1.72/ticket in damages (est. $700M) after determining LYV monopolized ticketing services, concert ticketing, and concert venue markets. Our legal analyst at Washington Analysis, CFRA's policy business, sees 20% odds of a company breakup. We see the DOJ accepting the efficacy of the terms of settlement it reached with LYV, although we may see LYV appeal the jury's decision. There could be a post-trial motion to cut back the verdict by Judge Subramanian, as indicated from significant issues raised by LYV that argued the states' lawsuits failed to establish factual support on harm to competition and damages to the public. LYV's motion to exclude the states' damages expert is already briefed and Judge Subramanian could decide it soon. Washington Analysis says that state attorney generals may have strong incentives to settle, creating another news cycle about how they took it to LYV and delivered ticket savings to consumers. Market Chatter: Europe Faces Jet Fuel Shortage Within Weeks as Iran War Disrupts Global Energy

Europe may have as little as six weeks of jet fuel remaining, the head of the International Energy Agency reportedly warned Thursday, raising the prospect of imminent flight disruptions if energy supplies continue to be constrained by the conflict with Iran.In an interview with the Associated Press, IEA Executive Director Fatih Birol described the situation as the most severe energy crisis in modern history, driven by the disruption of oil and gas flows through the Strait of Hormuz, a critical artery for global energy shipments."I can tell you soon we will hear the news that some of the flights from city A to city B might be canceled as a result of lack of jet fuel," he said.The supply shock is already pushing up fuel, gas and electricity prices worldwide, with broader economic consequences expected to intensify the longer the situation continues. Birol warned that inflationary pressures and slower economic growth are likely outcomes across multiple regions.While all countries will feel the effects, he said the burden will fall disproportionately on developing economies in Asia, Africa and Latin America."Some countries may be richer than the others. Some countries may have more energy than the others, but no country, no country is immune to this crisis," he said.He cautioned that without a resolution that ensures the full reopening of the Strait of Hormuz, shortages of refined oil products could worsen, further straining global supply chains.Birol also voiced concern over Iran's reported use of a "toll" system for vessels transiting the strait, warning it could establish a dangerous precedent for other strategic waterways."If we change it once, it may be difficult to get it back," he said. "It will be difficult to have a toll system here, applied here, but not there," he said, pointing to key shipping routes in Asia.Meanwhile, the physical toll of the conflict on energy infrastructure could prolong the crisis even if hostilities ease.
