TSX Closer: Index Down In All But 1 of the Last 8 Sessions; Morningstar Cites 10 Top-Performing Dividend Stocks

The Toronto Stock Exchange has closed lower in all but one of the last eight sessions, with the latest losses on this Tuesday coming as U.S. Defense Secretary Pete Hegseth said the US-Iran ceasefire "is not over" despite attacks in the Strait of Hormuz yesterday.The S&P/TSX Composite Index closed down 71.96 points, or 0.2%, at 33.566.91, even as most sectors were higher, led by Health Care, up 2.5%, followed By Base Metals, up 2%, and Energy, up 1.4%. Information Technology was down near 4.2% and the Battery Metals Index was down 2.6%.Among individual stocks, BNN Bloomberg TV cited Ero Copper, up more than 5% today and up just short of 100% over one year. The company reported first-quarter results earlier Tuesday. BNN also cited Parex Resources (PXT.TO), up near 5% as Frontera (FEC.TO) obtained a final order approving their plan of arrangement.On the negative side, BNN cited Shopify (SHOP.TO), down more than 15% after its Q1 results, and Keyera (KEY.TO), which lost more than 7% as the Competition Bureau moved to block its $5.15-billion acquisition of Plains All American Pipelines Canadian natural-gas liquids business.Still on individual stocks, Morningstar Canada said the top performing dividend payers in April included engineering and construction company Aecon (ARE.TO), Canadian Imperial Bank of Commerce (CM.TO), and asset management firm IGM Financial (IGM.TO). IRS Sets May Date for Public Hearing on Proposed 45Z Tax Credit Rules

The Internal Revenue Service on Monday said a public hearing will take place on proposed rules for 45Z clean fuel production credits.The hearing, set for May 27-29 in Washington, DC, will determine clean fuel production credits, including credit eligibility rules, emissions rates, and certification and registration requirements.The credit was authorized by the 2022 Inflation Reduction Act and amended by last year's One Big Beautiful Bill Act.In July 2025, the One Big Beautiful Bill Act extended the tax credit's duration and included feedstocks grown in Canada and Mexico.The proposed regulations would affect domestic producers of clean transportation fuel, taxpayers that may claim a credit for a related producer's fuel, and excise tax registrants, according to the Treasury Department's filing.The Renewable Fuels Association graded the proposals favorably for addressing some of the previous confusion about what constitutes a "qualified sale" and for removing indirect land-use change emissions from the carbon-intensity scoring framework.The RFA stated in February that ethanol producers are anxiously awaiting a revised version of the 45ZCF-GREET model, which will shed light on and provide clearer direction on several critical issues.In addition, questions remain regarding the quantification of emissions from low-carbon feedstock production at the farm level, the implementation of prohibitions on foreign feedstock, and provisions related to the use of energy attribute credits.

Average Household Power Prices Edge Up in Late 2025 as Taxes Rise in EU, Eurostat Says

Average household electricity prices across the European Union were broadly stable in the second half of 2025, inching up slightly to 28.96 euros ($33.87) per 100 kilowatt hours from 28.79 euros in the first half of the year, according to data released Tuesday by Eurostat.Despite the relative stability, prices remain significantly higher than levels seen before the 2022 energy crisis, it added.The marginal increase in the latter half of 2025 was driven primarily by rising taxes and levies. These climbed to 0.0837 euros per kWh from 0.0804 euros earlier in the year and accounted for a larger share of final bills, rising to 28.9% from 27.9%. The higher tax burden more than offset a slight decline in pre-tax electricity prices, resulting in a modest overall increase for consumers.Prices varied widely across EU member states. Ireland recorded the highest household electricity prices at 40.42 euros per 100 kWh, followed by Germany at 38.69 and Belgium at 34.99 euros. At the other end of the scale, Hungary reported the lowest prices at 10.82 euros, followed by Malta at 12.82 and Bulgaria at 13.55 euros.While EU-wide averages remained steady, several countries experienced sharp changes at the national level when measured in local currencies. Romania saw the largest increase, with prices surging 58.6% compared with the same period in 2024. Austria and Ireland also posted significant rises of 34.3% and 32.7%, respectively. In contrast, Cyprus, France, and Denmark recorded notable declines of 14.7%, 12.5%, and 11.9%.When adjusted for purchasing power standards, Romania had the highest electricity prices at 49.52 euros per 100 kWh, followed by Czechia with 38.65 euros and Poland with 37.15 euros. The lowest PPS-adjusted prices were observed in Malta at 14.09 euros, in Hungary at 15.10 euros, and in Finland at 18.77 euros.

(Adds Keyera comment on expected closes of the acquisition in paragraph 5; updates shares.)Keyera (KEY.TO) faces official pushback on its $5.15-billion acquisition of Plains All American Pipeline's (PAA) Canadian natural gas liquids assets as the Competition Bureau on Tuesday said it filed an application with the Competition Tribunal challenging the deal.The bureau said in a release it believes "the proposed transaction is likely to harm competition in natural gas liquids processing and storage, particularly at Fort Saskatchewan, Alberta, Canada's primary hub for these services".The bureau said the referral to the Tribunal follows on an investigation that concluded the acquisition would eliminate a close competitor in the Fort Saskatchewan market and increase market concentration. It also said the merged company would have the "ability to increase prices, impose less favourable contract terms, reduce incentives to expand capacity, and further entrench control over critical infrastructure".When it first announced the acquisition in July of last year, Keyera said the purchase would add natural-gas liquids fractionation and processing facilities, as well as 23-million barrel of oil storage, 1,500 miles of pipelines and terminal infrastructure in Western Canada and Ontario.In a statement, Keyera said it received a filing from the Competition Bureau shortly before markets opened on Tuesday It said the bureau's challenge does not prevent it from closing the acquisition. It expect to complete the purchase this month.."The Company disagrees with the Commissioner's assertions and characterization of the Transaction, and intends to respond to the application. As the Company has previously advised, the Transaction will strengthen competition across the basin and provide customers with improved access to key markets and greater flexibility in how their products are handled, transported and sold," it said.Keyera shares closed down $3.86 to $49.11 on the Toronto Stock Exchange.

EU Average Household Gas Prices Rise to $14.36 in H2 2025, Sweden Tops at $24.46, Eurostat Says

EU's average household gas prices rose to 12.28 euros ($14.36) per 100 kilowatt-hours in H2 2025 from 11.43 euros per 100 kWh in H1, Eurostat said Tuesday.Prices followed typical seasonal patterns seen before 2022, but after disruptions in 2022 and 2023, the usual fluctuations between half-year periods were temporarily altered, according to Eurostat.Average prices in H2 2025 remained broadly in line with levels recorded in H2 2024, while taxes and levies showed little change over the last three semesters.Across member states, Sweden recorded the highest household gas prices at 20.92 euros per 100 kWh, followed by the Netherlands at 17.19 euros and Italy at 14.81 euros.Hungary posted the lowest prices at 3.40 euros per 100 kWh, with Croatia at 5.43 euros and Romania at 5.66 euros also among the least expensive markets.Taxes and levies accounted for the largest share of household gas bills in the Netherlands at 51.8%, followed by Denmark at 48.9% and Sweden at 35.9%, Eurostat said.Croatia recorded the lowest tax share at 4.8%, while Greece stood at 8.1% and Belgium at 16.5%, reflecting significant differences in national pricing structures.Measured in purchasing power standards, Sweden recorded the highest gas prices at 17.16 euros per 100 kWh, followed by Portugal at 17.04 and Italy at 15.48, while Hungary remained the lowest at 4.67 euros per 100 KWh.

US ethanol and biodiesel exports rose in March, while soybean oil exports dropped, the US Census Bureau reported on Tuesday.In March, ethanol exports totaled 217.8 million gallons, up from 209.9 million gallons in February.Canada was the biggest buyer of US ethanol, followed by the Netherlands and Colombia.US biodiesel exports totaled 28,283 metric tons, up from 7,026 mt in February. It's the largest monthly total since August 2025. Southeast Asia Eyes Deepwater Gas to Offset Supply Decline, Wood MacKenzie Says

Southeast Asia is embarking on a new wave of deepwater gas developments aimed at unlocking roughly 28 trillion cubic feet of resources, though fragile project economics and execution risks could test the region's ability to deliver, Wood Mackenzie strategists said in a note on Monday.Wood Mackenzie said the projects are expected to require more than $20 billion in investment by 2030, as governments and operators seek to offset declining output from maturing shallow-water and onshore fields."Southeast Asia's shallow-water and onshore gas fields are maturing rapidly, and this necessitates a focus on deepwater resources that were once considered too risky and expensive," said Munish Kumar, senior research analyst at Wood Mackenzie.The investment, spanning Indonesia, Malaysia and Brunei, marks what Wood Mackenzie describes as Asia's "Deepwater 2.0" phase, following an earlier wave of projects between 2008 and 2017.The deepwater projects established commercial viability but failed to sustain momentum due to regulatory, geological and commercial hurdles, the consultancy said.Wood Mackenzie analysts said the renewed focus comes amid growing energy security concerns.Indonesia's non-associated offshore gas production has fallen more than 12% from its 2018 peak, while Brunei will need an additional 500 million cubic feet per day of supply after 2030 to maintain liquefied natural gas exports.Malaysia is also increasing its reliance on offshore developments, with deepwater output projected to account for about 20% of its gas production by 2027.Wood Mackenzie said major developments include the North Ganal, Rapak, and Ganal projects in Indonesia's Kutei Basin, the South Andaman fields in North Sumatra, Kelidang in Brunei, and the Rosmari-Majoram project in Malaysia."These projects will deliver critical gas supply into domestic markets and LNG export plants to replace declining legacy production," said Kumar.Operators include global energy majors, such as Italy's Eni and Shell, alongside national oil firms like Malaysia's Petronas and Abu Dhabi's Mubadala Energy, which is entering deepwater development in the region.However, despite most projects' strategic importance, Wood Mackenzie said they offer internal rates of return of about 15% under base-case assumptions, which are lower than those of comparable deepwater developments globally.Project economics are highly sensitive to cost overruns, pricing and delays. The consultancy said a 20% rise in capital expenditure, or a similar drop in gas prices or output, could wipe out around 150% of the project's value, while a three-year delay could halve returns."Without progressive fiscal mechanisms to share risk, there's virtually no cushion for execution failures," Kumar said.
