Banks Help Businesses Prepare for RBA's Card Surcharge Changes, Australian Banking Association Says

Fitch Revises Outlook on ANZ Bank New Zealand to Positive

Fitch Ratings on Thursday revised the outlook on ANZ Group Holdings (ASX:ANZ, NZE:ANZ) unit ANZ Bank New Zealand's long-term issuer default ratings to positive from stable while affirming the ratings at "A+."The ratings agency expects to change the anchor rating for ANZ Bank New Zealand's shareholder support rating to the long-term issuer default rating of the parent company from the viability rating once the bank is permitted to issue loss-absorbing capacity instruments to its parent, which is likely to occur by late 2028.Differences in the regulatory capital regimes between Australia and New Zealand currently mean it is uncertain that the bank's senior creditors would benefit from the protection of the parent's resolution debt buffers, Fitch said.The viability rating is driven by the bank's large domestic market position in New Zealand, with a market share of above 25% in loans and deposits. Investigation Finds Potential Widespread Mortgage Fraud, AUSTRAC Says

An investigation called Operation Claw uncovered potential mortgage fraud involving inflated incomes, misrepresented employment and fabricated or unverifiable business activity used to support loan applications, the Australian Transaction Reports and Analysis Center (AUSTRAC) said in a Wednesday statement.AUSTRAC's Fintel Alliance conducted a joint analysis of data from 10 major Australian banks, identifying potentially hundreds of millions of dollars in suspected fraudulent loans, mostly linked to properties in Sydney in New South Wales.The activity was not limited to one lender or borrower group, and recurring warning signs across the participating banks included falsified or misleading documents as well as the repeated use of mortgage brokers, accountants, and law firms across multiple loan applications.AUSTRAC worked with participating banks to identify controls that lenders can use to prevent, detect, and disrupt mortgage fraud. The lenders used the information generated through the investigation to identify potentially fraudulent loans, investigate suspicious activity, strengthen controls, and make further referrals to the authorities. Some banking relationships have been ended, and further action is expected."The same warning signs were found across banks that together cover the vast majority of Australia's mortgage market," AUSTRAC CEO Brendan Thomas said. ANZ Group (ASX:ANZ, NZE:ASX) on Thursday reported a third-quarter cash profit higher than last year, helped by lower bad-debt deductions, while the bank, like its peers, saw a significant drop in mortgage applications after Australia's property tax policy shift.The bank's cash profit in the third quarter rose 2% to AU$1.9 billion, with operating income falling 1% to AU$5.61 billion.The dual-listed bank reported total capital of AU$98.36 billion, down from AU$96.83 billion, while Common equity tier 1, a measure of the bank's safety cushion, rose to AU$59.31 billion from AU$56.94 billion.Similar to its peers like Westpac and Commonwealth Bank of Australia, ANZ reported a 12% drop in new home loan applications between the Australian federal budget announcement in May and the end of July.Jefferies noted that the bank's cash profit is less flattering due to "very low" bad debt deduction charges in the quarter, hence making the profit less reflective of the bank's underlying business.The investment firm believes that fewer revenue tailwinds remain available to the bank and controlling expenses now becomes the main way for it to improve earnings.Jarden also said that Australian banks have a "cost problem," which can be helped by ANZ's acquisition of Suncorp, while adding that the bank is also expected to outperform peers if the favorable debt cycle comes to an end due to its asset quality.
