May housing starts declined by 15.4% from the previous month to a 1.177 million annual rate after a decrease to a 1.392 million pace in April, compared with expectations compiled by Bloomberg as of 7:40 am ET for an increase to 1.430 million rate.
Building permits fell by 0.7% to a 1.413 million rate in May, below the 1.418 million rate expected and following an increase to a 1.423 million rate in April. Homes permitted but not started increased, so the outlook is mixed for a starts rebound next month.
Home completions decreased by 8.1% to a 1.313 million rate after a 4.1% gain in the previous month. Completions were down 14.2% year-over-year.
