Currently, regular cigarettes are banned indoors, but heated products are allowed in designated rooms at dining venues, according to the report.
The ministry will study health effects over three years before revisiting the issue, as HTP use grows, but it plans to tighten rules for smoking facilities like certain bars by requiring municipal reporting, the report said.
