Masoud Mousafar, an Iranian national based in Turkey, faces US sanctions under a terrorism-related executive order and carries a specially designated global terrorist designation. OFAC linked him to Hezbollah.
Onder Dede, a Turkish national born in Cankiri, Turkey, faces the same terrorism-related sanctions and carries specially designated global terrorist and Iran-related designations tied to the Iran Financial Sanctions Regulations. OFAC linked him to the IRGC-Qods Force.
Halil Ibrahim Kacmaz is a Turkish national born in Mardin and carries the same two designations. OFAC also linked Kacmaz to the IRGC-Qods Force.
Separately, OFAC updated Hezbollah's own sanctions listing, formally designating it a "Transnational Terrorist Group" and linking it to the IRGC-Qods Force.
US President Donald Trump warned Wednesday of potential "economic warfare" against Iran in a Truth Social post, while Treasury Secretary Scott Bessent said Thursday he plans to detail the new sanctions Monday, according to CNBC.
The designations can restrict US financial dealings with the three individuals and create sanctions risks for certain non-US parties that conduct transactions with them, according to the Treasury Department.
