The US Department of Treasury has issued a license permitting certain transactions and conditional agreements with Russian energy major Lukoil related to the sale of its subsidiary Lukoil International and its assets, it said on Thursday.
General License No. 131G under the Russian Harmful Foreign Activities Sanctions Regulations, issued by the Treasury Department's Office of Foreign Assets Control, authorizes transactions ordinarily necessary for entering into contracts for the sale or transfer of Lukoil International and related entities.
However, any such agreements will require a separate approval from OFAC.
"For purposes of this general license, the term "contingent contracts" includes executory contracts, executory pro forma invoices, agreements in principle, executory offers capable of acceptance such as bids or proposals in response to public tenders, binding memoranda of understanding, or any other similar agreement," according to an OFAC notice.
The authorization, which replaces and supersedes General License No. 131F, is valid through July 25.
