Iran Says Talks With Oman on Hormuz in 'Final Stages', Makes US Compensation Demand

Iran's negotiations with Oman to determine a temporary route through the Strait of Hormuz was now in the "final stages",

Foreign Minister Seyed Abbas Araghchi said on Sunday.

Araghchi, through a Telegram messenger post on Sunday, said old shipping routes in the strait would be replaced with new ones in consultation with experts.

He also cautioned that the country was not reopening the strategically crucial waterway yet, with more conditions yet to be fulfilled.

This would include US compensation for Tehran for violations of a memorandum of understanding signed by the two countries in early June, he said in a separate Telegram post on Saturday.

He said the strait's ongoing closure was primarily the result of Washington's violation of that MoU.

Oman is looking at a 3% fee, but Washington is pushing for free passage with no fees, the report added.Physical transit through the corridor remained severely constrained due to heightened security risks, vessel inspections, and reported strikes on targets within the strait.Amid the transit chaos, eight major international shipping associations submitted a joint petition to the United Nations and International Maritime Organization, warning that any compulsory transit tolls violate international law."The absence of US and Iranian consensus paired with a cessation of military actions around the strait could render any agreement without core long-term utility, even if it can limit incidents of targeting ships such as those that were trying to exit through Omani waters," said Samer Hasn, Senior Market Analyst at XS.com.On the supply front, core OPEC+ members approved a production quota increase of about 188,000 barrels per day for September, completing the phased unwinding of voluntary cuts.Despite the quota increase, analysts noted that physical delivery remains hindered by regional blockades and infrastructure bottlenecks.Meanwhile, Ukrainian drone strikes targeted the Caspian Pipeline Consortium terminal on Russia's Black Sea coast and regional oil refineries, prompting Moscow to extend its domestic diesel export ban through Sept. 1.In response to shifting trade flows and competitive pressures, Saudi Arabia lowered its official selling prices for September loadings, cutting Arab Light for Asian buyers by $0.50 to $2/bbl below benchmark averages.Domestic inventory data added further bearish weight mid-week, with the American Petroleum Institute and the US Energy Information Administration reporting an increase of 2.5 million barrels and 2.7 mmbbls in US commercial crude inventories for the week ending July 31, respectively.The US oil rig count increased by three from 451 the previous week to 454 in the week ending Aug. 7, according to data from Baker Hughes (BKR) released Friday. Vessel Traffic Via Hormuz Dwindles as Bab el-Mandeb Shipments Rebound, MarineTraffic Says

Commercial vessel traffic through two of the Middle East's key energy chokepoints showed divergent trends on Thursday, with traffic through the Strait of Hormuz falling while shipments in Bab el-Mandeb increased.The latest data from MarineTraffic for Thursday showed eight confirmed vessel crossings through the Hormuz, down 33% from 12 vessels the previous day and 15 on Tuesday.The data analytics firm said most of the vessels that transited the waterway followed Iran's Unilateral Scheme, as heightened security risks continued to weigh on commercial movements.According to the US Central Command's X post on Friday, Centcom has directed a total of 51 commercial vessels, disabled two and boarded two.Traffic through Bab el-Mandeb, meanwhile, recovered slightly, with 26 confirmed crossings on Thursday, an 18% increase from 22 the previous day.The movements included three dark transits, in which vessels' tracking signals were not continuously visible.The contrasting activity comes as security risks remain elevated across both waterways, which connect major oil and gas producing regions with global markets.The UK Maritime Trade Operations said on Thursday that commercial traffic through the Hormuz remained reduced in light of its advisory UKMTO 107-26 and multiple confirmed or reported incidents during the reporting period.The maritime security agency said that independent tracking indicated that tanker traffic through the strait remained suppressed, with single-digit numbers of tankers moving in each direction.

Saudi West Coast Fuel Exports Fall Below 1 Million b/d as Refinery Disruptions Deepen

Saudi Arabia's west coast refined product exports fell below 1 million barrels per day in July as refinery disruptions tightened Middle East fuel supplies, Kpler said in a Friday note.Kpler said reduced refinery output and lower loadings at Yanbu drove the export decline, pushing west coast shipments below 1.0 million b/d for the first time since November 2025.The 400,000 barrels per day Jizan refinery maintained exports at 200,000 b/d in July, matching June levels, before attacks on July 25 forced the facility to halt operations through at least mid-August.Kpler said two clean product cargoes departed Jizan on July 24, while no additional waterborne loadings have taken place since the attacks shut the refinery.The disruptions will lift Middle East refinery downtime to about 2.2 million b/d in August, up sharply from around 400,000 b/d in August 2025, according to Kpler estimates.Kpler said the reduction in regional refining capacity comes as Saudi Arabia's west coast has become an important middle distillate supply hub after Strait of Hormuz tensions curtailed refined product exports from the Middle East Gulf.Gasoil and diesel accounted for more than half of the region's 970,000 b/d refined product exports in 2025, underscoring the importance of west coast Saudi shipments, Kpler said.Gasoline represented another 20% of the region's refined product exports in 2025, suggesting extended refinery outages could further tighten Middle East fuel supplies, according to Kpler.Kpler said confirmed loadings during the first week of August totaled only about 300,000 b/d, although actual exports may be higher as more vessels transit the Red Sea with Automatic Identification System transponders switched off to reduce security risks.
