India's Department of Atomic Energy has proposed a regulatory framework for private nuclear projects that would allow the use of foreign reactor designs with established overseas operating records, according to draft rules and regulations released Friday.
The draft rules and regulations, issued under the SHANTI Act, 2025, provide a path for India to implement its decision to open the nuclear sector to private and foreign investors, while retaining strong regulatory oversight.
Under the proposed framework, foreign reactor designs with established overseas operating records would be eligible for use.
Developers would face extensive safety reviews throughout a project's lifetime, with regulators empowered to stop progress at key milestones, including construction and fuel loading.
