The New Zealand Local Government Funding Agency (LGFA) benefits from virtually guaranteed extraordinary support from the country's government should the need arise, reinforcing its strategic role in public-sector financing, Fitch Ratings said Tuesday as it affirmed the agency's ratings.
Fitch affirmed LGFA's long-term issuer default ratings at "AA+" and its short-term issuer default ratings at "F1+," with a negative outlook.
LGFA provides most of New Zealand's local government financing, and its ratings are therefore equalized with those of the sovereign, the ratings agency said.
The central government owns a minority share in LGFA but maintains strong oversight through legislative mandates, regular reporting, and representation on the shareholders' council. The central government's NZ$3 billion committed liquidity facility ensures LGFA's financial stability, Fitch said, noting that the agency has not required government support since the initial equity contribution.
LGFA's net operating profit increased 85% year over year in fiscal 2026, supported by lower all-in funding costs from its expanded offshore borrowing program, the ratings agency added.
